From Humble Roots
Steve Marchand was born and bred on the west side of Manchester, New Hampshire.

A first-generation American, Steve's parents came to New Hampshire from Quebec, Canada.  Normand, a carpenter, and Suzanne, a mill worker, taught him the importance of hard work, respect and the value of a day's labor.

Steve attended Manchester and Goffstown Public Schools and was the first member of his family to attend college.

A Mayor Making a Difference
Steve's record of public service on the Portsmouth City Council and as Mayor has won him praise from liberals and conservatives alike.

Steve is a leader on increasing accountability in government and restraining tax increases. 

He reformed the city's budget process into an "outcome-based" model, emphasizing transparency, public input, and results-based policy-making to deliver the city's goals quickly and efficiently.

Under Mayor Marchand, the City of Portsmouth has become a national leader in 21st century green energy policy, reducing greenhouse gas emissions, conserving energy, and saving taxpayers money.  Steve has signed Portsmouth on to both the Cities for Climate Protection Campaign and the U.S. Conference of Mayors Climate Protection Agreement.

With Save Our Shipyard, Steve fought to save the Portsmouth Naval Shipyard from the Base Realignment and Closure Commission in 2005.

The Experience to Lead
Steve is the founder and managing director of Pembroke Strategies, an international public policy consulting firm.  He has worked with major national organizations, such as the AARP and SEIU, to develop sound and efficient U.S. public policy. He has also worked with delegations from various developing nations to promote democracy and to create emergency management systems. 

As a former Regional Director of the Concord Coalition, Steve was an advocate for bipartisan, long-term solutions to the challenges that face the next generation, such as social security, Medicare and deficit reduction.  The Concord Coalition is a nonpartisan, grassroots organization advocating fiscal responsibility and generational fairness.

A Commitment to the Community
A life-long supporter of community development and activism, Steve devotes much of his time to local charitable causes. 

Steve is the co-chair of City Year's 2007 national convention, to be held in Manchester this spring.  A strong proponent of increasing community service, particularly among younger citizens, Steve is helping to bring this AmeriCorps national service organization to the first non-urban convention in its 19-year history.


Mayor Steve Marchand holds a Masters of Public Administration degree and two undergraduate degrees from Syracuse University.  He lives in Portsmouth with his wife, Sandi Hennequin, and two daughters.
